Public Participation Plan (PPP)
The Public Participation Plan (PPP) outlines how the Southeastern Oklahoma Regional Transportation Planning Organization (SERTPO) engages residents, stakeholders, tribal nations, local governments, businesses, and transportation partners in the regional transportation planning process.
Each PPP is developed by the Southern Oklahoma Development Association (SODA) and the Kiamichi Economic Development District of Oklahoma (KEDDO) in coordination with the Oklahoma Department of Transportation (ODOT) and is reviewed annually.
The PPP serves as:
A guide for public involvement in transportation planning activities.
A framework for public meetings, outreach, and stakeholder engagement.
A tool to ensure transparency, accessibility, and compliance with federal transportation planning requirements.
A process for incorporating public input into transportation decisions and investments.
Public Participation Plan (PPP)
The Public Participation Plan establishes the policies and procedures SERTPO uses to inform, engage, and gather feedback from the public regarding transportation plans, programs, and projects throughout the region.
The plan emphasizes:
Open and accessible public meetings.
Meaningful opportunities for public review and comment.
Outreach to traditionally underserved populations.
Coordination with local governments, transportation providers, and tribal nations.
Compliance with Title VI, Environmental Justice, ADA, and Limited English Proficiency (LEP) requirements.
