SERTPO Releases Updated 2026 Limited English Proficiency (LEP) Plan
The Southeastern Oklahoma Regional Transportation Planning Organization (SERTPO) has released its updated 2026 Limited English Proficiency (LEP) Plan, reaffirming its commitment to ensuring all residents have meaningful access to transportation planning programs, services, and activities regardless of their primary language. The updated plan was approved by the SERTPO Policy Board on May 13, 2026.
The LEP Plan outlines how SERTPO will identify and assist individuals who may have difficulty reading, writing, speaking, or understanding English. The plan supports compliance with Title VI of the Civil Rights Act of 1964 and Executive Order 13166, which require recipients of federal funding to provide reasonable language assistance to Limited English Proficient individuals.
Key Components of the Plan
The 2026 LEP Plan includes:
A regional analysis of Limited English Proficiency populations throughout southeastern Oklahoma.
Procedures for providing language assistance and translation services when requested.
Staff training requirements for working with LEP individuals.
Methods for notifying the public about available language services.
Annual monitoring and evaluation of language access needs.
The plan identifies Spanish as the most common non-English language spoken in the region and establishes procedures for providing translated materials and interpretation services when needed.

SERTPO serves a 17-county region across southeastern Oklahoma and is committed to ensuring that language barriers do not prevent residents from participating in transportation planning decisions that impact their communities. The LEP Plan works alongside SERTPO’s Public Participation Plan to promote equitable access, public engagement, and transparency throughout the transportation planning process.
